Why lack of governance, central authority, etc. doesn't prohibit cryto?

how do you respond to the argument that the lack of presence of government, central authority, etc. makes crypto haram?

They say that if someone steals, hacks, etc. your money, then to whom can you go to and complain? They say that if this stealing happens in bank account (which is a virtual monetary system), then you can at least go to the bank and complain to them and they, may, take charge of that person (who stole) and bring the money back to the owner.

They even say that by presence of government, government can enforce people to use a currency. They ask me, “what if the currency you are holding is no longer accepted by people? This is why government is important, since it can force people to use a currency in it’s country”.
